The Border Closure: A Historical Summary
Australia closed its international borders in March 2020 as part of its COVID-19 response - one of the most comprehensive border closure policies of any major study destination. At the time this article was written (January 2021), the borders had been closed for nearly 10 months, and uncertainty remained about when international students would be able to return.
For the hundreds of thousands of international students who had been planning to travel to Australia to begin or continue their studies, this created a period of prolonged uncertainty. Many had accepted enrolment offers, arranged accommodation, and made significant financial commitments - only to find themselves unable to travel.
The Impact on International Students During the Closure
International students were among the groups most significantly affected by Australia's border closure. Students who were offshore at the time of closure faced a choice between waiting indefinitely or seeking alternative arrangements. Many Australian institutions rapidly adapted to online delivery, allowing offshore students to continue their studies remotely - though this was a significantly different experience from studying in Australia.
Students who were already in Australia when borders closed faced a different set of challenges - disruption to casual employment (particularly in hospitality and retail), changes to course delivery, and in some cases financial hardship.

Australia's international borders reopened to international students in stages from December 2021. The Australian government prioritised international students in the reopening sequence, recognising their economic and cultural contribution to Australia. By February 2022, all international travellers - including students - could enter Australia under normal conditions.
The return of international students was welcomed enthusiastically by Australia's universities, TAFEs, and English language schools, which had experienced a significant decline in international enrolments during the closure period.

By 2023, international student enrolments in Australia had substantially recovered, and the sector entered a period of strong growth. Australia's reputation as a premium international study destination remained intact - enhanced, in many ways, by the sense of stability and safety that its pandemic management had created.
