Australia's COVID-19 Reopening Plan: What It Meant for International Students

It is presented as a historical record, given that all restrictions described here have since been lifted and Australia's borders are now fully open.
For current international students and prospective students reading this in 2024 and beyond: Australia's COVID-19 border measures are a closed chapter. There are no pandemic-related entry restrictions in place. The information below reflects the plan as it was announced during the reopening period.
Background: Australia's Pandemic Border Policy
In March 2020, Australia implemented some of the most stringent international border restrictions in the developed world. Non-citizens and non-residents were generally prohibited from entering, and Australian citizens and permanent residents returning from overseas were required to undergo hotel quarantine at their own expense for up to 14 days. These measures were among the most restrictive imposed by any liberal democracy.
For international students, the impact was significant. Students offshore were unable to travel to Australia for their enrolled courses. Education providers pivoted to online delivery. Some students deferred; others completed Australian degrees entirely online without setting foot in Australia. The Australian education sector - which generates tens of billions of dollars in export revenue annually - was significantly affected.
The National Plan to Transition Australia's National COVID-19 Response
In mid-2021, the Australian Government released a phased National Plan for transitioning out of COVID-19 restrictions, tied to vaccination rates across the population:
Phase A (70% double-vaccination rate): Easing of some domestic restrictions, beginning to allow fully vaccinated citizens and permanent residents to travel without quarantine
Phase B (80% double-vaccination rate): Further easing of domestic restrictions, beginning international travel restart for fully vaccinated travellers
Phase C and D: Gradual reopening to vaccinated international visitors, with the eventual elimination of quarantine requirements for fully vaccinated travellers

The reopening of Australia's borders to international students occurred in stages through late 2021 and early 2022. Initially, students from a limited number of pilot countries - including the United Kingdom, the United States, Japan, Singapore, and South Korea - were permitted to enter under specific conditions. This was later expanded to all countries as vaccination rates rose and the Omicron variant proved to be less severe than earlier COVID-19 variants.
From February 2022, Australia fully reopened its borders to all visa holders, including international students, who were fully vaccinated against COVID-19. The quarantine requirement was eliminated. From July 2022, vaccination requirements for entry were also removed, and Australia's borders returned to essentially pre-pandemic operations.
Impact on International Students
The reopening was welcomed by the Australian education sector and by international students who had been waiting - in some cases for two years - to commence their in-person studies. Universities, TAFEs, and English language schools saw a significant influx of new and returning international students through 2022 and into 2023.
The government also extended some support to students affected by the border closures - including extensions of certain visa types for students whose studies had been disrupted - though the adequacy of this support was debated by student advocates and education institutions.
Where Australia Stands Today
As of 2024, Australia is one of the world's most popular study destinations, with international student enrolments at or near record levels. All COVID-19 pandemic border measures have been fully lifted. Entry to Australia requires only the standard visa conditions applicable to each visa type.

The COVID-19 pandemic experience highlighted several important considerations for international students choosing a study destination:
Visa conditions and flexibility: The pandemic demonstrated the importance of understanding how your visa conditions interact with unexpected global events. Students who had flexible visa arrangements were better placed to adapt.
Online learning capability: The forced shift to online delivery revealed significant variation in education providers' capacity to deliver quality learning remotely. Institutions with robust online infrastructure maintained better learning outcomes for students throughout the border closures.
